Most of the free VPS runs on Linux and for metatrader 4 you will need to use Windows VPS. For windows VPS, anything below $10 is consider cheap and they usually offer minimal spec which is enough to run 1-2 metatrader 4 simultaneously.

There are plenty of good section to browse if you are interested with manual trading. Personally i would recommend you to check out the Live Trading Discussion section for daily analysis and also the Journal section to read what kind of manual strategy this forum members use.
