I think the best way to pay electronic funds is Liberty Reserve
For money transfer is Western Union

It depends on wither you want a Payment Processor directly withdrawabal (AlertPay ,PayPal) Or E-currency which can't be directly withdrawn (LibertyReserve)

i cant answer you directly , because it depends on where will you use your money , may be there is some sites that accept alertpay or liberty reserve or pay pal or other banks , but if you found all this banks in the wanted site you should choose from alert pay or liberty reserve
alert pay has an option that can refund your money back if some one scams on you and liberty reserve had an option that you can turn off logging in from other computers

Out of bank wire in transacting money in forex, the next in line is libertyreserve. With libertyreserve, converting to physical cash is very simple for me

i advice with Paypal ,it is more safe but not support some countries.
